Shri Vijay Kiran Anand is a distinguished officer of the Indian Administrative Service (IAS), belonging to the 2009 batch of the Uttar Pradesh cadre. Born on November 22, 1979, in Bengaluru, Karnataka, he holds the prestigious qualification of Chartered Accountant and secured an impressive All India Rank of 32 in the Civil Services Examination, 2008.

Shri Anand's illustrious administrative journey began as Sub-Divisional Magistrate in Baghpat, followed by his impactful tenure as Chief Development Officer in Barabanki. He has served with distinction as District Magistrate in several key districts, including Mainpuri, Unnao, Firozabad, Bijnor, Shahjahanpur, Varanasi, Etah, and Gorakhpur.During his tenure as Director General of School Education, Shri Anand initiated significant reforms that enhanced nutrition and learning outcomes, earning him the prestigious Prime Minister’s Award for Excellence in Public Administration in 2020.

A master of large-scale event management, he played a pivotal role as Mela Officer during the Magh Mela (2017), Ardh Kumbh Mela (2019), and Maha Kumbh Mela (2025), showcasing his exceptional organizational abilities. In April 2025, Shri Anand was appointed Chief Executive Officer of Invest UP and Secretary of the Infrastructure and Industrial Development Department, further reflecting his versatile and dynamic leadership.
